The Andorra–EU Association Agreement and Migration: What the text says and what it means

The Andorra–EU Association Agreement does not create unconditional free movement of people. Instead, it introduces a regulated, quota-based system — similar to Liechtenstein’s model — that lets Andorran citizens live and work across the EU while allowing Andorra to retain control over residency approvals, security vetting, and immigration caps. As of August 2026, the agreement is still pending final EU ratification and a national referendum in Andorra, with migration remaining the most contested part of the entire deal.
